This workshop will bring together theorists and experimentalists working on direct photons and dileptons in ultrarelativistic heavy ion collisions. The aim is both to summarize the current status of the measurements in various facilities and, importantly, to discuss new theoretical ideas of future measurements to explore the state of matter at the initial stages of heavy ion collisions.
