Neutron stars are unique cosmic laboratories for probing the properties of matter under extreme conditions. Intensive campaigns of observations from ground- and space-based instruments over the past years have lead to the discovery of remarkable phenomena. In particular, pulsar glitches, quasi-periodic oscillations in soft gamma-ray repeaters and the absence of long-period X-ray pulsars have provided some information on the dynamics of neutron stars. However, a detailed understanding of these phenomena is still lacking. The rapid accumulation of observations and the development of new telescopes urge the need for more realistic dynamical models of neutron stars. The aim of the workshop is to bring together observers, theoretical astrophysicists and nuclear physicists to discuss key issues, evaluate future needs and guide the future astronomical observations of these fascinating objects.
